Is Gambling Allowed in Malaysia?

Is gambling allowed in Malaysia? The answer is most certainly yes, as long as you follow the law and play by the rules. Gambling has been permitted in Malaysia since 1957, when it first joined the Asian Financial Superpower. Today, it is practiced widely, both for fun and for profit – with the state providing a generous tax break.

Malaysia is one of the most corrupt countries in the world, with a poor track record on human rights. However, the government has done its best to protect the interests of the people, while cracking down on organized crime, which includes gambling. Aided by the US and United Kingdom, the government has cracked down on all casinos operating in the country.

Is gambling allowed in Malaysia? There are several casinos in the country, but the government does not operate any. It does not even allow the existence of any gambling clubs, so you can’t get tickets into these places. But there are also several legally permitted gambling houses, including the ones in cities such as Langkawi, Melaka and Cameron Islands. These houses have to abide by local bylaws and they are also subject to the jurisdiction of the Lottery Commission of Malaysia (LPK). The Commission is the sole authority that licenses lottery operators in the country.

So is gambling allowed in Malaysia? Yes, as long as you abide by the law. As in any other country, the law clearly states that gambling is only allowed in establishments that are licensed by the LPK. These include government institutions, schools, hospitals and churches. You may also be allowed to play lottery outside the premises of these institutions, but you are not supposed to take part in official games of chance at the same time.

Besides the government-authorized establishments, you may also find a number of privately owned gambling bars inside the cities of Kuala Lumpur and Putrajong. They are not officially recognized by the government, but they are tolerated by most locals. They also have their own licenses from the LPK and they are allowed to operate as long as they pay a fee for the lease of their gambling rooms. These places are allowed to be open for consumption by all citizens and they are also subject to the local bylaws.

What about betting and gaming machines? Yes, they are also permitted in most gambling establishments. There are only a few places that prohibit betting on live animals, however. So if you are into horse race betting or something similar, you may not come across any machines that forbid it. But the chances of meeting any government representative who will tell you that gambling is not allowed in Malaysia are very slim.

What about online gambling? In principle, it is permitted. There is a slight problem with the law, however. The Mara River Act allows online gambling only if it is conducted “in accordance with standards and procedures that are nationally approved”. This means that there is a bit of a challenge ahead of you if you want to open an online gambling establishment in Malaysia.

What can I do if I get caught? Most of the activities related to gambling in Malaysia are strictly monitored by both government and private agencies. If your business does not fall under the aforementioned categories, it is highly unlikely that you will be caught. There are, however, some activities that are strictly prohibited, and you will have to face serious consequences if you are found doing them. That is why it is highly recommended that you talk to a lawyer or a gaming club manager before you start gambling.
